自1999年以来，高新区管委会相继与柳钢、柳北、柳铁、柳微、柳江、柳北达成并签订了六个“高新技术工业园”共建协议。

　　工业园作为高新区的政策延伸区，享受高新区有关优惠政策，受高新区管委会和所在企业（政府）双重领导；

　　“一区多园”有效推动了高新区利用高新技术改造和提升传统产业，充分发挥高新区的辐射带动作用。　　依托高新区的技术、政策、机制、人才优势，搭建产学研结合平台。

　　工业园实行开放式的管理、封闭式运行，是所在企业（政府）引智、引资、引项的窗口和发展高新技术产业的核心基地。

双赢的合作方式 The modes of cooperation

1、 单元式开发用地：以单独地块使用权出让的形式，供有需要的机构、创业精英自主建设的个性化的营运用地。
2、 整体组团式开发用地：由国有资产管理部门与投资商合作或自主开发的、产业服务平台式的公共设施用地。
3、 独立组团式开发用地：在政府的引导下，以独立组团地块使用权出让的形式、由投资商自行开发的某一技术领域的产业集群发展用地。
4、 其他形式的开发用地：除了上述三种以外，还可操作和执行利于招商引资的开发形式。
